An organized way in which a service provider can design ethical services based on known criteria for interactions with children based on grouping by current education system models.
 Social Systems are based on human relations and from a service provider view we would benefit from having more than we know today.  

Every customer has a unique view into their ecosystem.  Few understand that they are actually sharing the same customers with all other legal entities.  

Few customers will understand the difference between a customer and a contact, our objective is displayed in the following graphic. 

 

 
Private Sector considerations from an economic and person centered design strategy.  
An ability to target your audience and gain true sensing capabilities.  Redesign for the true engagement with your audience.  Lower power, lower risk and meeting the civil liberties and privacy needs of your customers. 
 
Public Sector considerations from an economic and re-usable system as an online protection framework.
Local, State or Nation allocations for both cost and benefit scenarios.  Goods and Services to citizen's with the various levels of government in contributing roles based on the national guidance until local systems develop and rationalize open government decision making.
