Technical Guidelines should link to MPPI and PACE
A position that the Technical Guidelines should link to or be harmonized with parallel initiatives underway in the Basel process, namely the Mobile Phone Partnership Initiative (MPPI) and the Partnership for Action on Computing Equipment (PACE).

“Other relevant Basel technical guidance documents should be referenced in relevant sections of the guidelines (i.e. paragraph 7 & Appendix 2) to provide information pertaining to the environmentally sound management of "e-waste" undergoing collection, treatment or final disposal. In addition to the Basel Mobile Phone Partnership Initiative (MPPI) guidance, relevant guidance material is also emerging from the Basel Partnership on Action for Computing Equipment (PACE).”

“MPPI is mentioned; during the further development also the outcome of PACE, the Partnership Acting on Computing Equipment could be taken on board.”

“[Comment: ITI supports an approach which would have guidelines on E-waste handling and environmentally sound management elaborated in the MPPI and forthcoming PACE guidelines, as well as other potentially relevant technical guidelines adopted by the parties under the Convention.]”

“[US Comment: The guidelines should both mention and be informed by the related exercise underway under the PACE. The PACE is charged with developing technical guidelines addressing the environmentally sound management of used and end-of-life computing equipment. Additionally, the PACE is developing a discussion paper on the Transboundary Movement of Computing Equipment. It is important that these two exercises not result in conflicting guidance to Basel Convention parties and other stakeholders. A reference to the websites where each set of guidelines could be found might be appropriate.]”
