Need for precise scope of defnitions of waste & non-waste
The breadth of the definition of waste and non-waste electronics is a major source of disagreement amongst the actors contributing the the formulation of the Technical Guidelines on the transboundary movement of waste and non-waste electronics.
Argentina puts forward the position that the definition of waste and non-waste should be "as tight as possible" (see Argentina's comments on Draft Technical Guidelines version of 20 November 2014).  The reason put forward for this position is that the Basel Convention is about regulating waste, not about regulating non-waste.
