Paragraph 26: when used equipment should not be considered waste
Paragraph 26 of the Draft Technical Guidelines attempts to address the conditions under which used equipment should not be considered waste. This paragraph became contentious during OWEG deliberations between 5 October 2014 and 5 November 2014.
