Criteria for equipment not to be considered waste

This group of arguments presupposes two premises:

1) A declaration is made that the shipment contains no waste.

2) That a shipment is appropriately packaged to protect from damage.

These premises are articulated in Section III, A, 24(c) and (d) o:f:
