“the Republic of Korea would like to point out it is regrettable that item 26(b) has become more tightened than the suggested conditions Korea submitted in August last year. Regarding the condition (i) of item 26(b), Korea believes if Parties are given options to adopt the guidelines, it is likely that administrative workload increases. Thus, Parties need to reach a consensus that the condition shall be adopted by all Parties, and the adoption of the criteria in the technical guidelines shall be mandatory to all Parties.”
