“It is important that governments and civil society of both the importing and exporting countries are aware which countries and which facilities are receiving the non-functional equipment in order to monitor the situation and ensure environmentally sound management is undertaken and maintained.

To ensure this transparency, the facilities should be included in a list. Such a readily available list allows businesses to know what is allowed and what is not. Shipments to facilities that are not on this list are considered to be waste because the condition of this criterion will not be met.”
