Basel Convention cannot regulate non-wastes.

“Note: transboundary movement of used equipment that is not waste cannot, by definition, raise “non-compliance” concerns under Basel, as Basel has no requirements for such movement. We interpret the intent of this sentence to be that actors can, by following recommended procedures, help facilitate trade by allowing for easier distinction between e-waste and non-waste used equipment.”
