26b Criteria 2: Compliance
Paragraph 26b contains seven criteria that would be used to determine when used equipment "should not normally be considered waste". Different actors took a variety of positions on one or several of these seven criteria.

Criteria 2 reads:

" Exported equipment and their components are compliant with legislation on Restrictions of the Use of Certain Hazardous Substances (RoHS) compliant and do not contain cathode ray tubes (CRTs)"
