All businesses want to make money, which doesn't imply high prices.
All business want to maximize profit by increasing revenue and decreasing cost.  However, that tendency has to be balanced with the equally important motivation to provide a product at a reasonable price and reasonable quality, otherwise customers will go elsewhere for the product or service.  Health insurance is no exception.
