A44: European Spectrum Policy Programme
The Commission's proposed European Spectrum Policy Programme (2010)—for decision by the European Parliament and the Council—will create a co-ordinated and strategic spectrum policy in order increase the efficiency of radio spectrum management and maximise the benefits for consumers and industry.

What is the problem? Shortage of spectrum is an obstacle to economic growth

A growing number of applications and services depend on access to radio spectrum. Estimates indicate that shortages of spectrum could affect annual economic activity up to € 250 billion.

Why is EU action required? To ensure a coherent approach to modern spectrum management

In order to prevent the lack of frequencies from becoming an obstacle to the competitiveness of EU businesses in the global market for wireless innovations, Europe needs a coherent approach to modern spectrum management.

Spectrum should be allocated to services providing the most important benefits for citizens: it should be used efficiently and accessed flexibly.

What are the Commission's plans?

  • To adopt a common spectrum policy that promotes efficient and flexible spectrum management
  • To agree on common targets to open new frequencies for wireless broadband services

In 2010: adoption of the draft Radio Spectrum Policy Programme, which is currently under negotiation in Council and European Parliament.

In 2011:

  • Cooperation with the European Parliament and Council to ensure the rapid adoption of the final text of the Radio Spectrum Policy Programme.
  • Support to Member States for the implementation of the European Radio Spectrum Policy Programme, in particular when dealing with third countries.
