understanding the way innovation and transformation offers/business models require highly skilled delivery teams.  Even the most unique business requires effective ways to manage development of workers fairly.  In the situation shared, a wicked mess was harming the delivery of custom design projects.  Over budget and beyond the date of delivery in most projects wasn't a poor planning or poor design instead a culture where workers were rewarded without the skills to perform and popularity was earned by the few who gained favor with the hiring manager.  

Focused effort was directed at acquiring a skills matrix aligned with phases and deliverables.
