Control procedures must match the Convention
A position that the Technical Guidelines must accurately reflect the legal provisions for control of transboundary movement of hazardous waste under the Basel Convention. The Guidelines should not establish separate requirements relating to the control of tansboundary movements of electronic discards.

“We recognize that this language appears in the general technical guidelines for the environmentally sound management of wastes consisting of, containing or contaminated with persistent organic pollutants. We believe, however, that it does not accurately set forth the legal requirements of the Convention.”
