State and HMO not permitted to purchase in bulk
Current laws restrict the ability of health providers to purchase drugs en masse. If two HMO's want to purchase a drug, they must do so independently, and must negotiate costs without any benefit from existing agreements.
If separate health providers were permitted to collaborate on purchases, then drug costs could be brought down significantly.
