Why do Americans think Welfare is the Cause of Poverty?
According to DiNitto (2007) " The belief that welfare program can actually increase the number of poor people is certainly not new. Since Elizabethan times, welfare payments have been kept minimal to discourage potential recipients from choosing welfare over work."
