Across the world, modern consumerism is the most desired lifestyle.
With a higher lifestyle the birth rate sinks in the industrialized nations.
This way "overproduction" of children is not any more a tool to "abuse" children as a kind of social insurance.
People in modern countries consume far more resources and create pollution by their consumption, compared to impoverished societies.
