What is the problem? Reactions to cyber-attacks are too slow
To respond to online security breaches in real-time conditions, a well functioning network of Computer Emergency Response Teams ("CERT"s) should be established in Europe.
Why is EU action needed? Reinforce capacities EU-wide to react faster to security threats
The establishment of CERTs will
- provide immediate response services to victims of cyber attacks
- publish alerts concerning online threats
- offer other information to improve computer and network security
The Commission invites Member States to strengthen cooperation between the existing National CERTs and to expand existing cooperation mechanisms like the European Governmental CERTs Group.
What will the European Commission do?
In 2011
- Establish a network of well-functioning National/Governmental CERTs in all Member States.
- ENISA will help to reinforce cooperation between National / Governmental CERTs in the Member States and on European level.
In 2012
- Complete the establishment of the network of National/Governmental CERTs.
