It is a story of a nation facing a problem so novel and enormous that there is absolutely zero precedent on how to solve it. It is a story of a complex modern ailment deceptively simple in appearance. It is a story of doctors with little incentive to do more than the minimum required and the medical system that enables such conduct. And it is a story of ordinary people who have been shut out of the legal system and have few options for redress. This story has been told in bits and pieces before, mostly infused with hefty doses of humor, but it is a serious story and needs to be told in its entirety. The unseen character of this story is Standards Concerning Implementation of Special Health Examinations and Special Public Health Guidance, MINISTRY OF HEALTH, WELFARE, AND LABOR Order 159 (“MHWL Order 159” or “Metabo law”).
