Formal take-back schemes can't compete with informal sector

"A few producers feel that we cannot have legislation (EPR) unless the problem of the informal recycling sector is solved. They contend that unless we formalize the informal sector for collection, transportation and dismantling they will compete with formal take-back schemes by offering better prices to the consumer.
