What constitutes e-waste for repair/reuse vs. disposal?

"Almost all the importers interviewed do not accept that part of their imported good is e-waste because the assessment of the flow and driving forces of used electrical and electronic equipment into and within Nigeria. Equipment can be repaired and sold. This classification has often created conflict between importers and the regulatory agencies in Nigeria."
