"One question that struck to everyone is how the implementation of voluntary guidelines can be assured, if the mandatory legislation does not work. This argument does not seem rational. Fear of corruption and government intervention are reasons for preferring guidelines over legislation of this industry association. Industry associations do not hold the same policy core beliefs in terms of need of separate policy and EPR principle. They disagree on these two issues between themselves."
