This argument group is evidenced in Section III Part D in the 22 September 2010 Draft Guidelines at p. 9 under the heading "Voluntary Notification Procedure". Paragraph 33 reads in part, "Certain Parties consider electrical and electronic equipment destined for repair, refurbishment or upgrading to be waste, while others do not".
