Make innefficiency of informal sector explicit
A position that claims the informal sector is inefficient at material recovery compared to formal sector operations.

“ITI recommends adding a paragraph that also summarizes the inefficiencies of the informal sector in recovering precious metals and other materials for reuse and the environmental benefits that can be gained from the transboundary movement of e-waste for proper recovery in modern, state of the art recycling facilities that have the equipment, personnel, and efficiencies of scale to ensure environmentally sound management.”

From p. 5 of response by Information Technology Industry Council (ITI) to Basel Secretariat. 2010. ‘Draft Technical Guidelines on Transboundary Movement of E-Waste, in Particular Regarding the Distinction between Waste and Non-Waste (Version 22 September 2010)’. http://www.basel.int/Implementation/Ewaste/TechnicalGuidelines/DevelopmentofTGs/tabid/2377/Default.aspx.
