MDG 8 was too vague
'A global partnership for development'
MDG 8 had the most targets of any of the goals. Target A, in particular, did not have appropriate indicators to measure progress.

Targets of MDG8
  • A: Develop further an open, rule-based, predictable, non-discriminatory trading and financial system
  • B: Address the special needs of least developed countries
  • C: Address the special needs of landlocked developing countries and small island developing States
  • D: Deal comprehensively with the debt problems of developing countries
  • E: In cooperation with pharmaceutical companies, provide access to affordable essential drugs in developing countries
  • F: In cooperation with the private sector, make available benefits of new technologies, especially information and communications
While taking the problems with MDG8 into account, the final report of the High Level Panel of May 2013 includes the desire to '[f]orge a new global partnership': 

"The Panel believes that the international community must come together and agree on ways to create a more open, more fair global trading system. An intergovernmental committee of experts, mandated by Rio+20, will propose options for an effective sustainable development financing strategy. Reforms in the international financial architecture are needed to ensure stability of the global financial system and allow it to contribute to real economic growth. The international agreement to hold the increase in global average temperatures below 2 degrees Celsius above preindustrial levels must be kept. This would help countries adapt to and mitigate the dangerous effects of climate change. The world has the opportunity to work together in new ways to reduce illicit flows, increase the recovery of stolen assets, promote access to technology and science and develop a global partnership on development data."
