"Opinion" = beliefs the many hold about the legitimacy of the rulers
Hume argues that governments are founded primarily on (1) opinion concerning public interest, and (2) opinion concerning rights to power and property. Other foundational principles are self-interest concerning rewards, fear of a tyrant’s fury, and affection for a sovereign’s wisdom and virtue.
