Israel's rejection is irrelevant
The Saudi peace plan will not end the struggle.  The exteremists in the Palestinian society (such as Hamas and Hizballah) will oppose such a plan, and continue with terror actions. The moderate forces will be unable to stop the extremists, as they're unable to stop them now.
