Japanese Room thought experiment
Suppose we have a computer system that behaves as if it understands Japanese and is large enough to put a man inside. If we ask the man to run one part of the system, we wouldn't expect him to be aware of the mental states of the system as a whole,
Hence the man's obserations say nothing about the intentionality of the Japanese Room as a whole.
