Ira Leifer is mentioned in the NYT article, "who is part of the government team charged with estimating the flow rate" and the scientist referenced in the second article. The team is the Flow Rate Technical Group (FRTG). New Estimates Double Rate of Oil that Flowed Into Gulf

"The new estimate is 25,000 to 30,000 barrels of oil a day" by the FRTG but covers the period before the riser was cut.


"Working together, U.S. government and independent scientists estimate that the most likely flow rate of oil today is between 35,000 and 60,000 barrels per day.  The improved estimate is based on more and better data that is now available and that helps increase the scientific confidence in the accuracy of the estimate."

The containment cap (Lower Marine Riser Package cap) which had been fitted to siphon off oil (at a rate of approximately 16,000 barrels a day was removed Jun 23 2010 after an accident with a remote-control vessel and replaced Jun 23.
