The United States will work with other donors and humanitarian organizations in the field to insist that the Government of Sudan fulfill its obligations to its citizens, by improving humanitarian access and coverage in Darfur. The United States will place a premium on core humanitarian principles and on the use of shared, concrete, and transparent humanitarian indicators to gauge the situation on the ground.
