There is an
architectural presumption in the nature of this conversation; we should flesh out that presumption, then try to find ways to
ignore it in order to see what else surfaces. The presumption is this:

This conversation seeks to enumerate the use cases, scenarios, approaches, and frameworks related to such federation activities. In the conversation's title, we presume a
webservices protocol; it is not clear that this is the only approach, but the title serves to start the conversation.
