Change the federal
Copyright Act
 to enable news originators to require and enforce a period of exclusivity, say 24-hours, before aggregators can aggregate and exploit the newspapers original stories.

Precedent of Associated Press in 1918 (Hot News Doctrine)
AP sued International News Service in 1918 for copying, rewriting and telegraphing / telephoning AP stories to western U.S. papers. The Supreme Court found that INS was competing unfairly and prevented INS from reproducing AP stories during the short period in which they had commercial value.
