Hegemonic international order allow hegemonic class to go global
Cox argued that a hegemonic state and the international order it facilitates should not be conceived in purely inter-state terms. Instead the concept of a hegemonic international order is one that provides opportunities for the hegemonic class of the hegemonic state to operate on a global scale.
