Given the increase of mobile data traffic it will be a challenge to keep net neutrality in both fixed and mobile data services, given the increased demand from users (which would require double amount of spectrum available by 2015) and the small capacity which some operators have been given in the auctions. Other players like Orange mentioned that the 30Mgbts target by 2020 is too ambitious, and that the fiscal conditions in Spain are a barrier to further investments.
