Each of us work with purpose.
We may have numerous purposes, but it may be useful to define the one we are spending most of our time furthering.
It may be wise for us to dovetail how our purposes segue.
Thus flocking may occur, first with the purposes we have set ourselves in the future and thus in our imaginations (thus constituting some kind of "plan"), and then in the real world as we actively take steps towards realising our purpose.
