What we call Hardcore Drunk drivers are those who drive at high BAC's of 0.15 or above, and do so repeatedly as demonstrated by having more than one drunk driving arrest, and are highly resistant to changing their behavior despite previous sanctions, treatment or education. These people continue to account for a disproportionate share of alcohol-related traffic fatalities each year. In 2009, 70% of drivers involved in alcohol-impaired driving fatalities had a BAC level of .15 or higher. The legal BAC level is .08. Of the 1,314 traffic deaths among children ages 0 to 14 years in 2009, 181 (14%) involved an alcohol-impaired driver. Of those 181 child passengers ages 14 and younger about half (92) were riding in the vehicle with the with the alcohol-impaired driver.
