A49: Implement European Radio Spectrum Policy Programme in MS
Member States, through implementing the European Spectrum Policy Programme, can ensure the co-ordinated allocation of the spectrum needed to meet the target of 100% coverage of 30 Mbps broadband by 2020 and for Next Generation Access Networks (NGA).

What is the problem? Poor coordination of access to radio spectrum

The allocation of radio spectrum in Europe is poorly coordinated. As a result, mobile internet users already experience congestion on networks and innovation in markets for new technologies is being stifled.

Why is EU action required?

  • To set up clear rules for managing EU radio spectrum
  • To ensure radio spectrum is allocated where it is most valuable, for example to provide fast mobile broadband services to citizens in rural areas
  • To ensure that all spectrum users utilize their resources fully and efficiently
  • To ensure that spectrum usage rights support efficient applications or services
  • To ensure that the EU can compete on the global market for wireless innovation
  • To secure a strong negotiating position for the EU vis-à-vis third countries

What are the Commission's plans?

  • In 2010:
  • Adoption of the draft Radio Spectrum Policy Programme (action 44), which is currently under negotiation in the Council and European Parliament.
  • Support to Member States when dealing with third countries.

In 2011:

  • Cooperation with the European Parliament and Council to ensure the rapid adoption of the final text of the Radio Spectrum Policy Programme
  • Adoption of a Communication on common European interests for the World Radio Conference in 2012
  • Continued support to Member States dealing with third countries and implementing the European Radio Spectrum Policy Programme.
