PHE – Obesity Tender
PHE is planning to commission an organisation or consortium of organisations to support local authorities in England in working to implement whole systems approaches to tackling obesity and reducing associated inequalities.

 

This is a major programme of work that will take place over three to four years. We expect tenders to involve a minimum of the following:

Evidence building and framework/toolkit creation

  • A review of relevant national and international evidence on system wide approaches to tackling obesity, including localised approaches 
  •  Identification and investigation of existing whole systems practice to tackling obesity that are in place across England 
  • Creation and testing of a generalisable framework that can be used by local authorities to establish and develop a whole systems approach to tackling obesity

Supporting local approaches

  • Close collaboration with local authorities, their partners and local communities to discern what elements of a whole system approach they have in place, and identify what further they can do 
  • Creation and dissemination of set of innovative and adaptive tools to support and sustain these activities

PHE is looking for an organisation or consortium of organisations to deliver this programme from spring 2015. Consortia may include a wide range of organisations, such as academic, social research/marketing, social enterprise, commercial and third sector. It is essential that any bidders demonstrate forward and lateral thinking, innovation, and significant experience of working with local authorities and their communities.
