Ample financial resources are available. Take, for example, the Bill and Melinda Gates Foundation—they are people who have (by virtue of our financial system and economy functioning in a certain specific way...) made more money than they and their families may reasonably be able to spend. They want to put that money back into the system. They are even self-organizing, inviting other millionaires to do the same.

They are intelligent, well-intentioned people. And yet currently, their interventions are, as a rule, 'reactive' (focused on 'problems'). 

This move is made easier, or possible, by "It's the systems!" piece.
