Most benefit low/middle
Bloomberg blogger Josh Barro points out that - counter-intuitively - most of the benefit from tax preferences go to low to middle income earners rather than high income earners. This limits scope to eliminate them in a progressive way.
This claim is affected by the benchmark set for 'high income', which some have questioned (follow cross-link).
