Actions—Enhance co-operative activities, involve wider stakeholders
Ensure co-operative activities complement Joint Programming and the EIPs in facilitating the innovation value chain, increase the participation of EU’s SME sector in future partnerships, attract greater interest and involvement in EU R&I partnerships by citizens, civil society organisations.

Check the balance between:
  • Basic research, applied research and experimental development (and manufacturing)
  • Bottom-up and top-down research and development and innovation
  • Short- and long-term research and development and innovation

 
Develop instruments that allow for social innovation
