Minors can not tan without parental consent.
Due to regulations from the FDA parental consent is required for minors to tan. FDA has an age limit to be able to tan in a UV tanning bed.
Clients must be at least 16 in order to tan and if under the age of 18 must have parental consent in order to tan.  This helps to prevent the hightened risks that children may face from UV light exposure.  Further, information on the connection between cancer and UV light exposure released by dermatologists are often misleading as to prevent clients from seeking self treatment for their skin conditions.  Dermatologists do not want to lose business or revenue and discourage patients from taking advantage of indoor tanning.  

If tanning salons were closed, the cosmetic dermatology industry would gain up to $5 billion in phototherapy sessions which would be charged to health insurance companies and the Medicare system. (According to dermatology's own reports, psoriasis patients average 35 sessions per year at an estimated average of $85 per session.)
