Permit where burden exceeds woman's responsibility
The conceptus, where it is a life, continues to live because of the woman's care.  As such, abortion, where it involves ending a life, should not be considered killing, but rather withdrawing care.  Although the woman may have a duty of care, this is not necessarily unlimited.
