Searle accepts a program could be a mind, if implemented in a medium with the right causal powers. The key point though is that no program, no matter how low level it is, could ever produce semantics only by virtue of syntactic symbol manipulations.
Hence Jacquette's appeal to microlevel isomorphism won't help.
