E-Assessment and Competence Development
The R&D Institute ISEA is a non-profit association established in 2009, whose objective is to scientifically develop a process and teaching methods for IT-supported assessments and competence development that are quality-assured, efficient, user-centred and closely connected to reality.

The R&D institute ISEA is a non-profit association established in 2009, whose objective is to scientifically develop a process and teaching methods for IT-supported assessments and competence development that are quality-assured, efficient, user-centred and closely connected to reality.

With that support, the personnel working in elderly care are given the opportunity to work in a highly qualitative and efficient manner while being an even greater asset to the society.

The association is open to members from the public and the private sectors. Other associations and private persons have also the possibility to become members.

All partners, through common development, are seeking mutual benefit. ISEA’s methods can be applied elsewhere and make possible quality-assured assessment and competence development even in other sectors, fields of competence or professional fields.

Short background

There are today 200 000 people employed in the local elderly care in Sweden. Nearly half of them lack formal competence for their position. However a great majority has worked in elderly care for many years. ISEA gives the possibility to quality-assure the level of competence at work by: - Assessing existing knowledge and skills - Introducing a competence development plan - Carrying out individual competence development - Individual competence support.All stages of the assessment process are developed to adapt the collected competences of an organization to the goals that were set, either by the organization itself or by a supervising authority.

The theoretical assessment is carried out by a web-based application while the practical aspect of it is taken care of in a specifically designed assessment apartment that is supplied with technical equipment.

Then a competence development is started, aiming at filling eventual gaps indicated during the assessment phase. Questions, physical environments and situations are created according to the latest observations made in the research fields of pedagogical measurements and simulated environments. The assessment results are compiled automatically into an individual competence development plan.

Further development and dissemination of assessment and competence development models ISEA must, in a joint action with its members and other interested parties, further develop and promote assessment and competence development models, with the objective of reaching new user groups, recruiting new members and making an increasing use of the method at both national and international levels."
