Focussed on a single shelter - Ventura Fairgrounds

In general - not much to report

Fire is 5th largest in CA history

There are two more in LA area

bad air quality … not enough people using masks

large numbers being evacuated

at peak 300 people staying in shelter - now at 200

Working in a shelter. Not paying as much attention to other stuff.

Basic tech infrastructure Wi-Fi in shelter, Wi-Fi

Red Cross shelter for displaced persons - uses ID

Paper based intake process - No technology involved

Talked to Health Service

Not talked with Blood or ‘Safe and Well’

Blood cares about formal ID, but the rest don't really. Not that none are checked, its that none are required.

When things need it, such as prescriptions, that's up to those filling the prescriptions.

ER people don’t require an official ID

 

Shelters - Can we get a closer look?

Rules of access or interaction?

Dave can't give any guidance how the red cross uses ID.

Dave made a point of talking with Health Services.

Has not talked with Blood, nor safe & well (reconnects families).

 

Local Assistance Center

LAC is generally set up by government agency

Aggregation point for services

Different Agencies get involved in setting up a LAC

Agency examples : Red Cross and FEMA

Don’t know the specific rules of access

 

Shelter

But At A Shelter … not a client or a worker - don’t get in

Media get in

Gov officials get in

For the shelter, the privacy of the client is paramount. If not a client, you don't get in. Not Red Cross, not client, not emergency working. Right answer is to channel me through the media relations people. Talk with them about access.

 

Technology Update

Wifi is better than at home

Frustrating that use go tech is low - BUT - reliability is GREAT

 

Mei Lin Update

We need to be specific as to why we are asking

Joe best placed since he is in SoCal

Mei Lin : Connection with the red cross be very specific about what we are asking for

Joe - can I be an observer?

Mei Lin:

  1. California Medical Reserve Corp
  2. We do have an official capacity...
  3. We can officially request to be a part of it to get access for the

.. and make a specific ask.

  1. Need two people, three people, it will be so many hours, etc.
  2. The role of the leader is to gather the team
  3. Mei is a member, but she can't pull together.
  4. Put together WBS for the WORK!!!

tech systems and technology systems

It isn’t just tech … we need good and clear ideas

eg a photo of handwritten notes - so if paper gets lost … we still have a record

Those kinds of things are not thought about by the people *IN* the crisis. But we might be able to generate a tip sheet in a way that might be more long term. Also have a responsibility to filter & vet ideas before bringing them up.

This will be written up by Jeff A


The medical reserve corps are in 9 different regions. Mei Lin's immediate director covers Arizona to Guam.

Privacy Discussion

Dave: It's not that all activities are paper based, it's that the core of intake is. Frequently, Dave stops and sees opportunities. People are constantly taking photos and sending them by SMS or email.

Privacy is an interesting problem in that regard.

People think of telephone texting as fairly private (sender->recipient) with thought that the channel in-between is protected.

Extremely important point. No training, policy, no enforcement for cleaning up information on mobile devices. Often this is workers own phones.

"Edge effect" that most of the time it doesn't matter -> hard to get attention & funding

Because of our perspective on identity. We notice things that other people don't notice.

Huge opportunity around identity.

Need to organize into different teams.

Turns out ER folks don't need ID as much as you would think.

Dave: There *are* policies in place about client confidentiality. But those documents don't contain any highly visible mark that they are confidential. THEY COULD|

Already we are constantly exchanging docs through photo

Privacy issues - no training - no clear policy - no enforcement
