Identity is widely accepted to be Name + (residential) Address.  This applies particularly in establishing Voting rights (as a result of Entitlement & Representation considerations) and in Banking with the K.Y.C ( Know Your Customer ) needs of a financial intermediary.

• (residential) Address is widely used as a common Component of Identity.
• Pob+ToB can be a precise Identifier.
• Addresses are generally assigned by Cities and are considered to be public domain data.

Work Address should also be considered, as should Notification Address and electronic addresses like ...

• eMail IDs
• contractual Notification clauses
• ...

The historical assumption that a letter is deemed to be received when it is "inducted" into the Postal mail stream is not reliable given the modern decay of many postal services.
