Regulations? Too slow.
The history of regulation is that it is a slow acting counter to enterprises that are motivated to do the minimum to comply -- and not even that, if possible. What we need is enthusiastic innovation at the working organization level.
A 21st century joke is that complex regulations are legislated by the ignorant, interpreted by the confused, and enforced upon the unwilling.

At best government agencies can interpret and enforce some simple, but minimum standards of performance, and that still becomes complicated. 

Those doing the work have to want to perform with dedication. Financial formulas will backfire if people only want to maximize net income, or just to stay solvent, and do so simplistically. For example, per diem payments for child care, elder care, prison management, and skills training have all led to scandals when operators skimped on service (including food) to their charges. Dealing with Compression has to be much smarter than this.
