All human rights are dependent on the covenant and declarations being applied at the local levels through an international to national, nation to states and states to local agencies or organizations.

A direct funding strategy or awards issued from the international level to work on strategy with nations funding the means of implementation to states and local funding awarded through the same with each having a view and contribution based on these roles suggest the least effort and highest return opportunity.

Direct Services - Workforce Development

In person direct care must be considered as the personal choice for every person on the planet.

A workforce must be developed to meet the local capacity in both general and specialized medical professional with associated nursing and support personnel who supply the services for private practice, managed services and inpatient or out-patient services.  Short and long term care requirements must be factored and education supplied at a qualified and certified level of care.  

 

Indirect Services

Terms of Use - Reasonable Persons are not going to have the capacity or capability to translate contractual language supplied in any industry or by public and private partnerships. 

No distribution or channel has the authority to bypass the individuals right to choose and human rights to equal access to quality care. 

All services must be private and protected by international human rights, national civil rights, and local or statewide protections which enhance the before mentioned. 

No state or local government has the authority to override the human and civil rights of each individual. 

Each individual has the sovereign right to choice and equal access to quality care with no harm to planet in any and all locations in the world.

Public Sector Service Reporting

Proposal prescribes an organized (structured) set of content based services in the target state using a single site at the foundation, with sub-sites organized with child pages or child for nations, child for each nation to organize the statewide messaging and a customized column which maps to the state field based on zip code to state reference data or xml with physical table. 

Content delivery begins with the international to nation conversations. The nation to state content would be published on the nations page with child pages for states to contribute and be notified of any national conversations/meetings etc.

Nations to states conversations are posted on the nation with all children pages assumed to have a natural roll up of information into the nations master file for budgeting.
