Customers who are not able to take advantage of the energy-saving opportunities provided by the utilities will face higher overall energy charges, because their per kilowatt-hour rates would increase but their total consumption would not.
If, for example, the utilities only covered part of the cost of some energy-saving equipment, would poor people lose out because they can't afford their part of the cost?
