Person
The human being our dignity and our ability to develop ourselves completely begins with our ability to be counted -"oneness". Public and Private Partnerships with civil society may refer to a person in many ways, in the public sector "a citizen" in the private sector "a consumer". An individual of legal age to enter into a commerce agreement where one party acquires goods or services in exchange for commerce or mutual agreed upon returns.

Person as an individual member of civil society-before any established relationships

All relationships have a start and end date which may be in the future.

Our birth determines a start date of the parental relationship-the post doesn't intend to debate a fetus as a person instead we prescribe to the most widely adopted view as the child takes their first breath out of the womb.

Example; a murdered child - one that dies around the same time as being born; a murder charge would be justified if the newborn took a breath after leaving the womb.

Example; a father abuses his pregnant wife and she has reached the start of the 3rd term (6 months).  The father is charged with two counts of murder.

In each of the above examples; we can recognize and agree with both findings (most reasonable persons).

A child has the right to counted and therefore be considered a person or individual.

A child cannot enter into legal agreements for commerce or commit to any release of information nor accept the terms on a downloaded application.

An adult child may not want to have their parents making decisions for them after the age of 18.  Especially, if they moved out and support themselves.  While we can only have one birth mother and birth father, we all may be fortunate enough to have others who are the same capacity by choice for themselves or the adult child may choose to make no changes as they reach their 18 birthday.

Any person under the age of 18-requires a parent or legal guardian

A child has a dependency to a mother and father (genetic parents) from before birth but after conception; a fetus is a person in legal arguments around banned abortions.

From Birth until adult age of 18; assuming emancipated minors are less than 20% of the child population.

All legal decisions are made by at least one parent.  A parent with physical custody may have more rights in decisions than a non-custodial parent.

In situations where a child(s) parent(s) have joint custody, both parents are given the legal right to make decisions and both must be involved/informed without opposition.

The birth of a child establishes a relationship by blood, which is important for genetics or life sciences and future of health care; according to most future thinking persons.

In adoption, a child may be born to a set of parents and immediately be transferred to a new set of adoptive parents.  The birth parents release the child's physical and any decisions offered to parents.  A legal agreement or specific forms must be approved and a judge seal affixed in all cases.

In every example above; a birth date starts the relationship and end date may be open or current with end dates shown when the relationship has changed by legal action.

An Abusive parent

A parent whose been found unfit by Child Protective Services

A child who has a parent whose filed and a judge granted a stay away order from the accusing parent and children; if warranted.
